I've not had the opportunity to go Whale Watching in Monterey but it is high on my list of places I want to go. Sea Otters as well as Sealions can easily be observed at all times. Gray Whales migrate through late fall to early spring and are seen in high numbers. Orcas often come through unfortunately to prey on Gray Whale calves. Humpback Whales are seen from spring through fall and Blue Whales are seen summer through fall. Many other Whales can also be seen at any time of year and numerous species of Dolphin are always observed.
